The Cattaraugus County Land Bank Corporation (CCLBC) is an independent nonprofit and a local public authority created by the County of Cattaraugus. The CCLBC, whose primary purpose is to return vacant, abandoned, underutilized and tax-delinquent properties to productive use in ways that support the community’s long-range vision for its future, is looking for interested individuals, firms, and/or non-profits to submit completed proposals for the position of Construction Technician.
CCLBC is looking for specialized experience and technical competence of the firm or person with respect to working rehabilitation projects and/or other housing rehabilitation programs. A successful candidate will show knowledge of building, zoning, and property rehabilitation standard codes; the ability to communicate effectively both orally and in technical writing; and the capability of carrying out all aspects of required activities, including any experience or education in preparing detailed cost estimates, drawings, and specifications.
“We are looking for an individual or agency who can work with the CCLBC Board to conduct preliminary interior and exterior inspections of homes to ascertain program eligibility, including rough cost estimates, visual examination to determine hazards for all homes, and the feasibility that the property can be successfully rehabilitated,” says Crystal Abers, Director for the Cattaraugus County Department of Economic Development, Planning and Tourism and CCLBC Board Member. “For the Land Bank to be successful, the CCLBC needs to strategically acquire properties, stabilizing them, and sell them for redevelopment. Responsible, well-planned redevelopment of these properties will increase surrounding property values, improve quality of life for surrounding residents, and stabilize the tax base making it easier for local governments to provide essential services,”
A successful applicant will determine deficiencies of each home based upon housing standards and local building codes, complete visual examination to determine environmental hazards, prepare scope of work (written specifications and drawings) meeting all federal, state and local requirements including detailed cost estimate and ensure that properties are redeveloped by qualified developers, with adequate plans, and for purposes that benefit the surrounding community and will work to reverse the decline of property values in blighted areas.
